Leda, is Jupiter’s smalles moon at a radius of  only 8 miles. Leda, like most of its sisters moons, is slowly drifting further away from its current orbit of 11094 miles away, but will still maintain a soled core based surface which can support a Blue Ridge Nebula Airlines VTOL operation.
